The jail administration considers the chaplain to be the liaison between the jail and the church community in Cook County. As such, all church relations are handled through the chaplaincy. The jail administration appreciates that the chaplain is provided to the jail free of charge to the taxpayer. They therefore are very supportive of the chaplain spending part of his time outside the facility raising support for the jail ministry. The chaplain raises this financial support through church presentations, luncheons and breakfasts, and meetings with businessmen and individuals.
Another vehicle for communicating with the local church community is through conducting pastors' tours at the jail. Although this tour is intended primarily for pastors, it is open to all who are interested in visiting or ministering in the jail. During this tour, personnel from the jail security staff and the chaplaincy brief the attendees. They are also given a tour of the facility.
